I agree with Glenn's Auto Insert settings in the Center Mark tool. Particularly, uncheck "For all fillets" to avoid the center marks upon structural member profiles.

To convert PDF's to DWG, I recommend using an affordable product, Print2CAD. I use this to make parts from quality PDF's. It works best with vectored content, but it tries to handle raster content such as images as well. If all that you have is raster content, I do not recommend it.
