PDF insert quality

Is there a way to insert a PDF at a higher quality into a drawing? PDF is fine, I insert it, very bad.

Next step is to convert the PDF to an image but I don't have a decent converter and all the online ones seem to do the same thing, knock the resolution down.

https://inkscape.org/ is your friend.

Also, https://www.gimp.org/ will open pdf's in whatever resolution you select. It can't create resolution that isn't there however....
